At the meeting of the Resources and Performance Panel on 1st December, the panel recommended that the council should sell off the land at the former Radlett Airfield to allow construction to start on the Strategic Rail Freight Interchange.
We urge you not to approve the sale of this land.
There is a common misconception that HCC has to sell this land. As pointed out by Daisy Cooper MP at the meeting, this is not the case.
If the then Secretary of State had wanted to include compulsory acquisition of this land in 2014, he could have provided for that in a Development Consent Order.
He did not do so.
This is being promoted with the main benefit being that it will take traffic off the roads. This is not the case.
The rail connections are poor and the required improvements are not yet planned, and would take upwards of 10 years to implement
The planning permission allows for a large proportion of road to road transfer, and SEGRO will doubtless apply to have that increased.
This will be a Road Freight Interchange in all but name.
It will not serve the purpose for which planning permission was given.
This outcome is NOT what the then Secretary of State approved.
It will put over 3000 HGVs and hundreds of staff vehicles on to the A414 - a road that is already full between the Park Street and London Colney Roundabouts for much of the day.
The developers have indicated that they will try to wriggle out of several of the most important planning conditions that were attached to the original approval, including improvements at those roundabouts, without which this proposal simply cannot function.
Even the developers admit that most of the jobs that will be created will not go to local people. They will have to travel in from London, Luton, Hatfield and many other locations, thus adding to the massive traffic issues that this development would cause.
The developers have completely refused to engage with local people.
This can only be an indication of what will happen if the terminal is built.
Local views and considerations will be completely ignored.
The “Country Park” that is being offered as a sweetener is a complete red herring.
Much of this land is already publicly accessible and is certainly in a much better state now than it will be after most of it has been built over.
Councillors are fully aware of the massive weight of public opinion against selling this land, and to do so would be undemocratic.
You will be failing in your duty to represent those who elected you should you approve the sale of this land.
